    Race to the Top Early Learning Challenge


    For the first time ever, a historic collaboration is taking place between LAUP and 16 Statewide Agencies to systematically improve the quality of early education programs in California.

    Race to the Top - Early Learning Challenge is a federally funded program that will allow LAUP to provide individualized coaching and training, technical assistance, incentives, and assessments to an additional 275 Los Angeles County programs outside of the existing LAUP network. Emphasis will be placed on providing support to programs who serve English Language Learners (ELL), at-risk children, and children with special needs.

    Key components of LAUP’s 5-Star Quality Rating and Improvement System will be incorporated in the new rating systems to be implemented across the state.

    Race to the Top- Early Learning Challenge Quality Rating and Improvement System (QRIS) assesses Child Development & School Readiness, Teachers & Teaching and Program & Environment. Baseline quality ratings will be issued Summer 2013 and final quality ratings will be issued by Summer 2015. Upon the completion of the grant, one county wide Quality Rating and Improvement System for Los Angeles County will be established.

    LAUP Race to the Top Provider Ratings - 2015
    During the 2014-2015 Program Year, providers’ program quality was rated using the California Quality Continuum Framework (QCF) as a part of California’s participation in the Race to the Top – Early Learning Challenge. The Quality Continuum Framework is in a pilot stage and is in the process of being validated. The American Institutes for Research is conducting a study of the framework’s reliability and validity.
